A couple of thoughts -- first, this was a legal filing by his lawyers and the lawyers wrote the paragraphs based upon interviews of Abrego. The legal filing also included reporting from Human rights agencies and other evidence to support Abrego's description -- in other words, what he describes is consistent with what others have reported, and what human rights organizations have documented. As for the authorities starting to beat him almost immediately -- he says that when he was put on the bus, they put shackles no feet and hands and forced his head down (similar to what you see in the picture) and he was beaten when he attempted to raise his head. So from the prison guard's perspective, they were establishing who is in charge and punishing him for breaking the rules by raising his head. Later, when forced to kneel all night, they guards would strike thos who fell out, either from falling asleep or from the pain of kneeling for 9 hours. Anyway, there's a certain ugly logic and predictability to it.

I read that they are basically contractors paid a bounty of $1,000 per detainee taken into custody. Actually, that's something I shoudl look into. Someone sent me a video recently of an ice raid, taken by a bystander, and they really didn't look like actual government agents. They looked like a deputized biker club, with apologies to bikers everywhere. I did some research and it came back with explanations about them dressing that way because aside from enforcement, they are doing investigation and need to blend in, etc. I just don't quite buy it.
